Article I: Citizens Gauranted Rights,And The Laws of the Empire.
Amendment 1)All citizens have the right to freedom of speech.All opinionated discusions or writings must contain acknowledgement that it is an opinion.
Amendment 2)All citizens have the right to defend themselves from unwarrented attacks.
Amendment 3)All citizens have the freedom to choose there own religion.
Amendment 4)Political Partys require a permit from the Goverment.If a political party commits any treasonable action its permit will be canceled.
Amendment 5) All citizens have the right to a non bias,non political interferred trial.
Amendment 6)Dual micronational citizenship is regarded as treason.
Amendment 7)English is the Official Language of the Empire.
Amendment 8)Discrimination based on sex,age,or ethnic background is prohibited.
Amendment 9)Treason is Identified as spying for a foriegn organisation,atempt to overthrough the goverment,attack on the Vulcan Empire website or an allys website.An attack on a Goverment official.
Amendment 10) No citizen can be expeled without a trial.If a citizen does not appear for there trial they will be tried in absences.
It can be appealed.
All citizens have the right to a jury of no less
than three,and the right to a counselor.

Article II :Power"s Of The Executive Branch
Amendment 12)The Emperor has the right to veto any action taken by the Senate.
Amendment 13)The Emperor has the right to delegate all Foriegn affairs.
Amendment 14) The Emperor has the right to suspend diplomatic relations with any micronation for a week,then the Senate must approve continued action
by a majority vote.
Amendment 15)The Executive Council has the right to
assume the authority of the Emperor,if the Emperor is away for over a week or is on vacation.
Amendment 16)The Emperor has the right to choose the members of the Executive Council.
Amendment 17) The Emperor has the Authority to nominate citizens to all non-elected positions,save
the Protectors of the Senate.
Amendment 18)The Emperor is the Commander in chief
of the Emperial forces.
Amendment 19)The Emperor has the right to declare Marshal Law.
Sub-Amendment 1)An Empire wide Marshal Law can only be overturned by a 3/4 Senate vote and a 3/4 vote in a referendum.
Sub Amendment 2)A Province Marshal Law can Only be overturned by a majority vote in the Senate.
Amendment 20)The Emperor has the right to have a security force.

Article III Powers of the Senate
Amendment 21)All Emperial Laws are voted on in the Senate.
Amendment 22)Elections shall be held monthly.
Amendment 23)Each province has two votes.
Amendment 24)The Departments are to remain unbiased
in all political affairs.
Sub-Amendment 1)The Department of Foriegn affairs
follows policy setforth by the Executive branch.
Sub-Amendment 2)The Department of Defence is in charge of prosecuting criminals,and organizing
Emperial Forces.
Sub-Amendment 3)The Department of Immigration handles all citizen immigration forms.
Amendment 25)The Senate requires a 3/4 vote in
order to make an Amendment to the Constitution.
Amendment 26)The Senate has the right to form a security force.
Amendment 27)Each senator has the right to submit a law to the Senate.
Sub-Amendment 1)Each Citizen has the right to petition,they need no less than three signitures
to submit it to the Senate for a vote.
Sub-Amendment 2)The Emperor has the right to petition a law to the Senate.
Amendment 28) All charters for the provinces must be approved by the senate.

Article IV:The Judicial Branch
Amendment 29) The Supreme Court Can interpret the law of the Vulcan Empire ,and handels all major court actions.
their can only be a max of 10.
Amendment 30)The Lower Court handls minor violation of the law,can suspend.Their can only be 1 per provinence.
Amendment 31)Judicial Gaurds : Enforcers of the court, appointed by the the supreme court,can only have a max of 6.
